Phal: no new leaves (w/pic)

This is a new thread regarding my old post. I got a lot of mixed info about whether or not I should cut the flowering spikes to help my phal grow new leaves. It's spring here, generally sunny and warm (not today tho) and my other phal and other orchids are all putting out new growth.

Here's a photo I took of the plant, you can see where the stem of the plant rotted, separating the top of the plant+two leaves from the bottom of the plant and the remaining three leaves. The only thing that grows on my phal are the spikes, which continue to grow new buds.

Will cutting off the flowering spikes help it to grow new leaves or a new crown? Thanks!
