Could you guys help me with Bletilla striata?

Hello Orchid people! I was wondering if you could help me with my Bletilla striata- the hardy ground orchid. I allready asked about it on the Perennial forum, but nobody there knew anything about it. Last year, at the end of summer, I bought a B. striata 'Streaker' and planted it in a protected spot in my part shade garden. It still hasnt come up yet. Two weeks or so ago I decided to see if it had rotted out or something. But the bulb (corm?) was perfectly fine; it was a bright green and really hard. The root system on it was good, and there were a few tiny white tips, which I asume are buds, coming out of it. I planted it closer to the surface, thinking that it was too deep. But there is still no sign of it comming up. Whats goign on? Does it come up in summer? Does it need more sun? Or is it simply too cold here for it? Thanks soooo much for any info!
