Pls Advise: How 2 Revive Morning Glory Bit by Frost and/or Gopher

Hi! I live in Santa Cruz, and am an organic home gardener (new here). I planted a Heavenly Blue Morning Glory vine (in a gopher basket in the ground) last summer and it was quite nice, with 6 to 8' vines. It's under the eave, so I thought it would be safe from our occasional light frost, but last winter the frost got it. I've been watering it, and it was coming back, but just a little bit. Today I watered it, and it opened up a big hole inside the gopher basket, that sure looks like a gopher hole. I guess the gopher basket wasn't set high enough and the gopher just climbed over the 2" wire. I can raise the gopher wire, but what is the best bet to revive my morning glory? and since it appears small, can I move it? Or is it better to leave it where it is? It's only a foot long vine or two with a few little green leaves just starting to grow on it. I'd like to make sure there's no gopher in there. Knowlegable gardeners, please advise me!
