If the grass is three feet tall, then health department of the municipal government with jurisdiction over the area may be able to get the owner to cut the grass. In my experience the machines sold at box stores are good quality, but not quite on a par with the models sold at dealers. If you keep up with maintenance and repairs a Toro Recycler or it's equivalent from Honda will last many years. If you buy an MTD or similar expect that handles, controls and wheels will loosen up fairly quickly. If it were me I would opt for the Toro Super Recycler from a dealer.
