Help me identify this most unusual plant.

Found growing outdoors in partial shade in downtown Atlanta, GA. Apparently it's a perennial. The lower half has multiple woody stems with slender, pointed leaves growing directly from the stems. The upper half has long, green stems ending with a circular leaf. From the single leaf are one or two stems each terminating in another cicular leaf. Inside these top layer leaves are very tiny yellow flowers shaped like stars. The whole plant was about 24 inches tall. I was very struck by the unusual characteristics of this plant and would very much like to know what it is.
