cover crops in new bed

I've dug some new garden beds to get rid of endemic weeds, and to find some sunny places for vegetables. But I have more garden beds than plants to fill them, so is it possible to sow green manure crops in amongst the plantings? For example, the shady "drought garden" under a big spruce was cover crop sown last year, but all I have to put there now is a few hostas and hellebores. If I sow green manure crop in amongst the permanent plantings, will I cut them down with scissors(!!) or pull them up roots and all and throw in compost? Or what? the alternative seems to be to leave them fallow-- not good for the soil I'm told-- or spend money on plants to fill the spots...
