New no-till organic garden in one season?

Hello all,

Today is April 25th and in 2 days I am creating a no-till garden. I plan on using cardboard. Then I plan on using organic mulch, such as: straw, hay, grass clippings, leaves (too acidic??), and local manure, and anything else suitable. I then plan on buying store-bought soil (triple mix, or black earth?) and using the soil to surround the seeds and plants that I am planting [in a month or so], ONLY. I do not plan on dispersing mass amounts of store-bought soil throughout my garden.

The reason I am relying on organic matter versus laying down store bought soil is to keep costs down (and also to challenge myself and try something new!).

I've read a few times that the organic garden takes one year to become ready; however this is where my conundrum begins. I would like to have a garden for THIS summer. Is this possible? Please elaborate with any suggestions as to how to successfully create this cost-efficient garden for this summer season. I appreciate your help.
