Pest burrowing into Cymbidium buds

I've got a great crop of cymbidium spikes this year in my back yard. The buds aren't open yet but they will be soon. Once again, I'm seeing that some sort of pest is burrowing into the buds, leaving a single entry/exit hole, usually one per bud. This has happened many times before, and when it does, the flowers are ruined. This winter there seems to have a bumper crop of the things - all the rain in San Francisco, I guess.

What is it? How do I control it, and prevent it from ruining the spikes that are already there? If a picture is needed, I'll take one tomorrow and post.
