Fertilizer: New Roots or New Growth

I've wondered about this for a while now, so here goes.

For plants that do have a distinct rest period, do you resume fertilizer when you see new root growth or actual new PB or leaf growth?

As kind of an extreme example, a couple of my Barkeria continue to grow new roots through most of the winter (at a much slower rate) at the same time they are dropping leaves for their rest period. Actual new growth probably won't start for 6 weeks or so. Most of my other plants signal me when new growth is about to begin by putting out new roots first. Then the PB/leaf growth starts a bit later.

When do you start the fertilizer ritual again?
