New peony roots planted in pots - Need help with new growth

I bought a mixed bag of 5 peony roots from Costco in 3 weeks ago. I planted them in 1 qt pots to get the growth started while I wait for my ground to thaw. They sit is a warm south facing window all day long. I even have a plant grow light on them for the day where it is still cloudy. 2 of the 5 peonys have huge healthy growth with the leaves wide open. The remaining 3 have lots of healthy growth but the leaves have stayed curled for the past two weeks. I have checked the leaves and they are healthy and not dried - but just dont seem to want to open up. One peony is VERY SLOWLY opening its leaves. Is there anything that you can suggest to help these little guys along? I water them 1 time a week. I dont let the soil fully dry out, but it usually is minimally damp by the time I water them. Should I use a fertilizer on them, or let them dry out completely, or do they need more heat? Any suggestions will help!
