It isn't often that I think - at the time it's happening - that I see a change in language usage; but I really suspect I've found one.

If one is going to a movie which is advertised as running from 1 to 3, would you expect it to end before or after 3?

And if one hypothetically qualified for a benefit from age 40 to age 50, would one expect to continue receiving the benefit until the 50th or 51st birthday?

Note that the key word is "to", and the answer depends on your usage. It will either mean "until" or it will mean "through".
