Mystery Plant: Alien Look, orange flowers, drops sproutlings

All,

I found this plant growing in my garden a couple of years ago. We've lived in this house for almost 14 years, and this is definitely a new arrival.

You can see the pictures, but here is additional information:

1. In full sun, it gets leopard spots and is a compact single stalk 'bush'. In low sun, it loses the leopard spots and grows very, very, very tall. 9' or more! But will fall over if not supported.
2. Orange bell shaped flowers. It didn't this last year, but this years it's flowering like crazy. Maybe it has to be 'x' years old to flower?
3. Cold sensitive.
4. Drops sproutlings. The edges of the leaves will develop little balls. The balls consist of two leaves, and single root. It drops thousands of these. Any that land in moist soil, will take root.

What is it?
