Improving soil before seeding

I'm in central Virginia. I have 2250 sq ft that's mostly clover and weeds in clay. I get good sun all day and want to reseed w/ TTTF. I really want to add some compost to improve the soil structure. The prevailing wisdom here seems to be to NOT rototill. So what's the best way for me to improve my soil and incorporate the compost? The existing soil seems so hard and lifeless.

I was thinking I could:

1. Round Up

2. Scalp and bag

3. Aerate? Dethatch/vertical mow?

4. Top dress w/ compost

5. Slit seed, fertilize, water, and pray

Does that make sense? Thanks in advance!!!
