Planting a new lawn

Hello all. We've decided to start over from scratch. I posted a while back about having moss in my backyard. I started the process of removing it manually and have decided that it is just to much. It isn't easy to dispose off and I have alot of it. My wife and I decided to have some landscapers come in and give us a price of removing it and "skimming" the rest of the yard. We found a guy that will remove it for $450 with a Bobcat. I am then going to bring about 20 yards of loam in and plant new seed. I will be doing a soil test on the existing soil soon so I can amend it. The whole reason I have the moss is because I have extremely acidic soil and the lawn has not been aerated at all as far as I can tell. My question is, once I get the soil test back, should I apply the lime & fertilizer to the existing soil before I spread my loam or after?
