espiliared apple trees, trained to a fence, what rootstock size?

I am planing on installing about a 30x150' fence, and planting a row of apple trees, along with a row of blueberry bushes inside. To get the maximum potential fruit inside the fence, I will also plant trees along fence and espiliar them onto the fence. Here is a picture of the old fence, the new fence will likely be built the same, except I will not have a bottom rail as I do here:

The current top rail is about 4', and post spacing is 12'. I will also add a higher rail at about 6' when trees reach that point. This will give me a double T epsiliar with posts 12' on center. I may plant semi dwarf m7, every other post, so I figure each will then have (4) 10' branches when full sized. Would semi dwarf m7 be about the right size for this?
