Infested with Dollar Spot!!

I just moved into a new home in NJ this past winter that had a beautiful Kentucky Bluegrass lawn. I fertilized last in May. Shortly after I noticed the lawn started to brown and weeds started popping up. I took soil samples and had them tested at our county extension. The results showed at the top of the optimum range for P and K. I also checked the water level from the sprinklers and it was way too low, so I jacked it up to the Extension's recommended 1.5 inches per week. I think the sudden increase in watering triggered a massive dollar spot infestation. I looked at spectracide but it says not to apply when the temp is over 85 (which it is). I have also considered applying more N but since the P and K values are high already, I'm assuming N is too. What should I do? Should I just apply the spectracide at night when it is cool? Should I apply more N? I feel like I need to do something, more and more grass is turning to hay everyday! Please help Lawn gods!
