Old Ford Yard Tractor missing patches of grass when mowing

I've got a 1980 Ford yt16 with original deck that is randomly missing stips of grass as I mow. I can't determine if its a result of thicker grass, mower speed, etc. Seems to happen whether I mow in 2 or 3 gear and happen even if the grass isn't too long to be mowing (although maybe more so when it's taller).

The deck is a 42" and consists of 3 blades. All spin forward freely either by hand or as I move the belt. Also, I can spin each one backward independent of the other easily, should this be the case?

Seems like it shouldn't be the case and therefore, one or two of my blades stop spinning when I hit grass of any medium length causing patchy mowing.

Any suggestions on how to fix this issue? I have a brand new belt and it seems to be of a solid tension. Actually, I think the center blade is the that continues to spin (directly under the drive pulley). Also, all blades are sharp, but old. Could it be a tensioner or the bearing assembly?
