Peach tree borer?

My Reliance tree started the season healthy-looking and with a good fruit set. In June the leaves began to yellow and the fruit shriveled. By mid-July the tree was dead. Excavation around the trunk revealed a strictured area just below the soil surface. The trunk appears girdled but the bark is intact and there are no insect holes, frass, sawdust or jelly-like material. Is this still borer damage? Is graft failure a possiblity? Thanks for any advice.
