Seeding despite Scott's Step 1 pre-emergent

Hi folks -

I applied Scott's Step 1 a few weeks ago. I have a few thin patches to which I would like to add some topsoil and reseed. Theses patches are not completely bare, but could definitely use some attention. I don't want to just turn over the soil because there is enough to work with.

My question is: how do I "negate" the affect of the pre-emergent in these spots? I know that raking disturbs the protective "layer" - but how hard does one really need to rake? I don't want to just waste the seed if if won't germinate.

I am planning to mix seed into good organic-rich topsoil and topdress, so considering that the seed will be embedded in fresh soil on TOP of the pre-emergent, I'm wondering if I need to be concerned at all.
