The link that was given in this thread is for aerial use from helicopters and airplanes, or commercial farming with tractor sprayer. All personal using and handling it has to wear PPE gear. But to be honest I did not realize they sold consumer grade in the liquid form. I truly thought it was only available to consumers in the granular forms. I can only guess the concentration level is so low that it is not considered hazardous to humans. Kind of hard to imagine because the professional grade stuff requires protective clothing, gloves, boots, and face shields to use and mix. Heck even the flaggers for crop dusting are required to wear PPE and respirators.

My neighbor bought one of the Scotts patch products at Home Depot to replant some bare areas in her lawn a few years ago - it came up very quickly and thick, looked great but instead of established lawn, after a period of time the areas died out again....that wasn't her goal. In reading the product description on the bag of leftover seed trying to determine what went wrong, we came across the 'temporary' - which still doesn't make sense to me, why go to the effort to patch with something that isn't going to last - if it's formulated as quick and temp as for erosion control I wish they would call it just that :) The next step was a trip to a hometown garden center that carries generic seed packaged for this particular area/climate - cool summers and long wet winters. I don't know what type grass does well in your zone, but you may not find it looking at the national brands.

Also, Rose of Sharon seems to have accidentally suckered into some shaded spots behind an evergreen hedge, and inexplicably survives. Lily of the Valley also likes shade and has pretty flowers. If you found something that was a nitrogen fixer, it could fertilize the Hydrangeas. Jersey tea is a somewhat shade tolerant nitrogen fixing shrub. (Ceanothus americanus). Might need more sun then you have. You could get a flowering or nitrogen-fixing vine to climb the fence. A vine could get sun from the top of the fence and the other side. Sandy soil? Looks like the st Augustine is short on nitrogen in some areas, but also some other grass/weed mixed in there with it.
