In a KBG/Rye/Fescue blend lawn- will fescue outcompete?

My next door neighbor has the typical turf found in our are which is a mix of KBG, Perennial Rye (I think) and Fescue. The fescue is a thicker blade than the KBG and desireable for lower water requirements but not nearly as desireable for the blade width as the KBG. He thinks he has an infestation of small pockets of crabgrass but I think its the fescue becoming more dominant in the lawn because its better suited for our climate. In a blend like this, will one of the players become more dominant over time? How can I tell if it's just crabgrass or if it's the tall fescue (stupid beginner question I know)? Thanks!
