Spring Seeding Pre-Emergant time

I overseeded last fall and have a couple of pretty big patches that didn't come up.

It's time to put down a pre-emergant but I also want to reseed the patchy spots so my lawn doesn't look bad all summer.

I know that scotts has a product to seed and prevent crabgrass, as does Tupersan, and a couple others, but they are all very expensive.

Are there any alternatives to this?

Would it make sense to just seed over the bare patches and use the pre-emergant over the rest of the lawn that's full and healthy?
