Collar rot on apples

I lost my second apple on mm111 to collar rot. The first one was last year, also on mm111. It seems to not affect the dozens of apples on bud 9, all in the same orchard.

I have a few questions:

Is there any thing I can do to prevent further collar rot damage? Google turns up no results for collar rot "prevention".

Once a tree on mm111 dies from collar rot, is it probable that another apple on mm111 in that spot will suffer from collar rot? I mean, is it a bacteria that will remain in the soil and affect the next tree, a case in which I should switch up rootstocks?
