Dracaena question

at work there is this Dracena that was in a pot. It wasn't doing very well, (yellowing leaves, dropping leaves, etc.). Since it was sending up shoots, the guy in the next cube decided to cut the woody part of the stem off, and try to start again with the shoots.

 The woody stem is ~18 inches tall, with 2 sets of leaves soming out of it. I'd like to save this part, if possible. The woody stem seems dry and the green stem (the part with the leaves) looks wrinkled up, so time is running out for it.

Can I cut off some of the dead wood of the stem, and expect it to root in time for the plant to live? how about if I tried with the green part?

I'll post some picture links tomorrow, I forgot to take pictures before I left.
