Lasagna garden in ne raised bed

After many years of planting in giant pots I've finally convinced my husband to build me a raised bed in the yard (we have to plant up very high because our yard has dozens of rabbits). I want to try the lasagna method of building the bed but I'm not sure how to go about it because it is rather high. I believe the walls are a bit over 24 inches high.

Will lasagna work or will it break down so much by Spring that I only have half of the bed filled. I thought about layering newspaper and dumping topsoil in about halfway up and then starting the layers. I just don't know what is right. I made a lasagna garden directly on the ground before that came out wonderful except only the rabbits enjoyed any veggies.
