Winter mulch covering vegetable garden in zone 5?

My church has a large vegetable garden that volunteers tend, and then they donate the produce to the food pantry. Labor is in short supply, so I suggested that they follow the no-till methods outlined in "Gardening Without Work" by Ruth Stout and "Weedless Gardening" by Lee Reich. They already lay down newspapers and mulch with straw during the summer. Their fall clean-up plan was to remove the straw and rototill, and in the spring spread compost, lay down newspapers, and add straw again.

Their concerns with a no-till method are rodents nesting in the straw over the winter, and they thought they'd need to dig in compost in the spring. I've heard it was fine to add compost to the surface, and worms will mix it in eventually.

Does anyone have experience with the no-till method, and have you seen problems with rodents? We're in zone 5, and usually have a persistent snow cover. Thanks!
