Pear tree almost dead last year - loaded with fruit now??

Hello all,

We have a neighborhood pear tree that for the past 3 years has bloomed profusely then promptly become diseased, drop 90% of leaves, 90% of fruit before getting much larger than a golf ball (not seckel) and then just sit there for the remainder of the summer - looking sick. This year the tree bloomed as usual and has had about 75% of the blooms turn into nice large pears and the leaves are about 60-70% healthy looking. We just harvested about a bushel for some pear preserves. The tree is of unknown variety. Should this tree be cut down or sprayed and fertilized to attempt rescue?? It is not our tree and the owners don't care if we 'adopt' the tree. Last fall we did clean up all debris under the tree but did not do any spraying or fertilizing this year.
