mango tree never produces fruit

I have a mango tree that never fruits. Here is a rough bio:

-7 years old
-approx 15 feet high
-2nd year produced a few (maybe 10) buds then tiny fruit the size of a pea but they all dropped off and died
-located outskirts of Bangkok
-my neighbour 3 doors down fruits prolifically
-pruned every 2 years or so up to now
-not sure of the exact variety
-not sure if it was a graft or not (any way of telling?)

Any general advice from more experienced growers than I?
