Did I infect my pear tree with fireblight?

Last year I did several chip bud grafts onto my pear tree for pollination purposes. Two of them appear to have taken, the Grand Champion looks like it may have fireblight and it's spreading to the rest of the new branches. The tree has never had fireblight in all it's 50 years. I am devastated.

I have looked up lots of pictures of fireblight, but they usually show a brown, drooping branch tip. I want to know if this is what fireblight looks like in the beginning. If this is fireblight, is there a way to save the branches? It's hard to tell from the pictures, but there are little brown spots on the leaves.

I have been working on restoring this old tree for a while now. I also need more pruning advice. I would love to hear from an experienced orchard-man how to continue to restore this pear tree.
