Quick question about pruning low buds on newly planted apple whip

I have just planted a few varieties of apple trees on M9 rootstock. The whips have been headed back to about 32" or waist height. They have lots of buds now swelling along the entire length of the whips, from just above the graft and up. I understand that I am ultimately not supposed to leave any branches below knee height. My question is: should I rub/pinch off any of those low buds as they develop, or let them grow and leaf out this season and then dormant prune them off before next spring?

Same thing for the top three buds that will be vying for the upright central leader position. Is it considered better to knock off the weaker ones after a month or two of growth, or let them all grow and then dormant prune for a single leader before next spring?
