When do apples become susceptible to CAR?

Greetings all: we have been in a dry spell for the last 5 1/2 months such that the CAR galls haven't begun to grow and sporulate. However, today it finally has been raining lightly all day keeping the galls wet enough to start the process. Several of my apple trees are in the 2nd leaf with no fruit buds. My question is, at what growth stage do these trees begin to be susceptible? I guess as soon as the leaves begin to emerge, which they have not done yet. Following that logic, it would make no sense to start the fungicide sprays until the leaves start to emerge from the buds. What say you?
