damaged apple tree - survival???

Hello there,

I'm in need of advise. I have a young apple tree which I had pruned last year in an espalier style. It has a few branches which were trained flat against the fence. This past winter it was damaged by a rabbit (evidenced by its droppings) which severely stripped the bark off the top the top portions of the tree, starting from below the lowest branches. (The bottom was buried in deep snow and so the rabbit ate only the exposed portions)

I've no idea if the bottom part of the tree which contains no branches, will sprout new limbs. It is worth waiting for it to produce new branches, or would it be much simpler to buy a new plant.
