Damage on small trees from the Big Snow here

I had thought the Big Snow (record 70+ inches here in Baltimore) would not be too bad on my fruit trees since they shed the snow well, but the smallest trees really took it hard - many trees broken at the graft or around there. I'm not sure what did it; maybe it was the snow holding the tree bottoms fixed and the big winds blowing them about, or maybe the snow settling around them was not good (I know it was the latter in some cases, as the snow compressed it pushed down laterals too low). I lost about a dozen small trees. If I had known they were at risk I could have shoveled them out but I had no idea. Is this damage familiar to anyone? All the trees that got in trouble were 3' or less tall.
