Can I graft a citrus tree now?

I have a lemon tree that I purchased in south TX 4 years ago. This lemon tree has grown tiny lemons but they fall off within weeks. I don't know what kind of lemon it is which leads me to my question....

My friend has a Valencia orange, Meyer lemon, and Mexican lime. Can I take clippings from those three citrus trees and bud graft them on the branches of my non producing lemon tree this time of year? Will it work? What is the best method?
