Leaves ....too much of a good thing?

My cucumbers & celery are yellow & haven't grown diddly in the 4 weeks since I planted them. I think the culprit is too many old leaves in the bottom layer of my new raised beds.

Broccoli, tomatoes & spinach in other new beds with lots of leaves don't look as nice as my other veggies in older beds either.

How can I remedy this? I live in Vermont, so I need to do something pronto if I want some homegrown veggies this year.

I'll post a picture when I figure out how!
