Teeny Weeny pepper plants

My pepper plants (sweet and hot) all seem rather... small.

They're only about 6" tall and I noticed they're not really trying to put out any new leaves. They did flower and set fruit, but the fruits are very small and just 1-2 per plant (totally normal looking fruit though) Nothing obviously wrong with them besides they're... small.

The tomatoes are similarly stunted but in the past few days are putting out lots of new leaves and buds. (Should I pinch these to encourage more leaf development or let them go?)

We've had a heck of a spring here. Warm days (75-85) then a week of cold damp and chilly nights. Weather has finally stablized in the past 2 weeks and now is about ~80 during the day and 55-60 at night.

Is there anything I can do to encourage them to grow? Should I remove their fruits so they're not pouring energy into that? Will they catch up now that the weather is getting toasty?
