Yellow leaves on all veggies and herbs?

My husband and I just built a raised bed and filled it with good soil (or we thought). We planted small plants and herbs in it, and all were doing fine until recently. We live in Houston, and it has been surprisingly cool and rainy this year, and now all the plants are turning yellow. We have tomatoes, cucumbers, sqaush, green beans, peppers and lots of herbs, and nothing is doing well. We have been using Miracle Grow and Epsom salts, but we are disappointed in everything. The tomatoes are tall and thin, which just a few branches and not many flowers. The peppers plants are about 8 in, with just a few flowers. Even the basil hasn't grown above 6" and is all yellow. Any idea what could be causing this? Is it too much water or something missing in the soil? Is there any hope for this season? Should we pull out the plants and plant new ones, or will the tomatoes come back? Need fertilizer?
