My Mud Bog of a Garden

Up until about a week ago my garden might as well have been a mud bog. I think I have about 3 pair of crocs lost out there from where they get sucked off my feet :)

Anyway...it's still wetter than i like for planting but at this point I dont have a lot of choice. I did try to till it a few weeks ago to help it dry out but i think all i succeeded in doing was making dirt balls the size of golf balls everywhere. And those things are like cement now. How do i get rid of those? should i till more? I know there is clay in my soil but i have amended over the past 4 years with leaf mulch and straw. It's never looked like this. I keep reading about soil structure and how you can till too much. what is the best thing for me to do?

also, i'm in richmond va...is it too late to plant onion sets? (long day)
