Everything eaten by rabbits/groundhog

I have been fighting these two for awhile now and nothing is working. I've used repellants but we've had so much rain that it's not working. I also built a fence out of chicken wire and buried it into the ground a little bit and used some leftover 4x4 posts around the edges.

Somehow they keep getting in and eating all the new shoots on my plants. I'm ready to pull out the snap peas because I doubt they will have a chance to grow before the weather gets warm. They're only about 1" tall b/c they keep coming in and eating them. The lettuce is all chewed away and the new shoots on my cantaloupe, cucumber, and one tomato have been chewed away. Will they be able to catch up or will it take them even longer to produce?

Also, I know I've asked before but is there ANYTHING else I can do to keep those animals out?
