Can these be pruned or just tear them out! (pic)

Hi,

We recently bought a 1930 English Tutor home that has full grown (or should I say OVER grown) evergreen & spirea (maybe bridal wreath?)around the foundation. Hubby thinks we should tear it out completely and start over. However, I would like to see if pruning is an option, even if it will take a year (or more) to tame it or have it look full again. Ideally, I would like to keep these existing plants (or part of them) as a background to some new plants- staggering the new plants at diffent heights/ levels etc. I am envisioning lighter leafed spirea, lily, hosta etc even though I suppose the evergreen would be more formal & the spirea and perenials more casual.

We are zone 4, soil is clay, plants get partial sunlight.
