Cat and Squirrel Deterents Help

I have a raised bed in front of my urban/suburban house. No deer or anything, but we do have neighborhood cats, squirrels, and occasional skunk.

This morning, I nearly blew my lid...the bed planted with vegetable seeds, some of which are sprouting, was dug up in a number of places, destroying a lot of work and about two weeks of seed germination/growth.

Apart from putting up chicken wire, are there any good deterrents anyone would suggest?

I've considered powdered cayanne pepper sprinkled on the soil to essentially teach a quick lesson to critters and keep them off in the future. A vet that I consulted said that this would not cause any permanent damage...other than the acute pain.

Any other suggestions would be appreciated.
