1st time planting potatoes not lose soil

Hello. First year of planting a garden. I am going to be planting potatoes and carrots for the first time and the soil in my back yard is not loose. It took about 5 minutes to dig up a 2 foot by 2 foot area because of the grass that is growing there. I dug up a spot last fall for some "set it and forget it" seeds to see if they will grow this year which I doubt. I do not have any other place to plant them so I will have to dig up the grassy area.

I was wondering how deep should I dig up my planting area to allow the carrots and potatoes to have more lose soil. I will only be doing this with a spade shovel because I don't have money to purchase a cultivator and there is none in my rural Alaskan village that I can borrow.

Also wondering if I should use bone meal for the potatoes and how much I should purchase for this season. Is there any fertilizer requirements for the carrots?
