plant coming back to life

This winter (about 5 months ago), my friend gave me some house plants. Unfortunately, she left them outside in the car too long, and they suffered cold damage. About 1/2 died. One of the plants that died looked like a small palm tree (about 2 feet tall). I wanted to reuse the pot, so I didn't throw it out. I looked at it the other day and noticed that there was a little green bud (size of a pencil eraser) growing out of the base of the dead "trunk." Holy cow!! I had never watered it and it sat in a dark corner for months.

Any idea on how to grow this bud. It seems to be growing out of or right next to the stump at dirt level. Should I transplant it? Should I remove all of the excess roots? Or should I leave it alone? I cut the old dead plant down to about 2 inches from the dirt.
