should my turnips have significant bulb growth yet?

I planted Tokyo Cross turnips on march 14th in containers. They are small turnip variety, needing 35 days in optimal conditions. But my container soil was cold because of the cold air temperature and they get 6-8 hrs of light a day. They are currently about 4 inches tall, but I don't see any bulb growth. Is it too soon for me to be looking for that? I mean, at what point do they plump up? Is it a bad sign if they haven't begun to do that significantly yet?

I planted baby bok choi inbetween the rows so I'm also concerned that I may not have given them enough space.
