I live in a wind tunnel. If the hillside is big, do a google search on windbreaks. Key point: the width of a windbreak is as important as the height. Tall shrubs have a dramatic effect at reducing wind speed at human height level if you put them all around the yard, instead of in a skinny row at the edge of the yard. You want to look for shrubs that can take the wind and climate in your area. I'm not familiar with Nebraska shrubs. Some of your experience will have to be trial and error, but ask around.

As for trellises, etc. A good foundation for the structure. Think concrete and over-engineering.

I've seen wind mentioned on other forums regarding plant selection, and you might search the word ("wind") on all of GW to come up with some discussion of the issue.

As for structures, I suspect you have hit on something about which a great deal of ignorance exists. For example, the fencing styles used around here are almost all solid board fencing ("privacy" fencing I suppose) which I suspect would be precisely wrong for a windy area, and I wonder if manufacturers have come up with better options where you live.

Maybe there is also a way of making the wind work for you. We sort of stumbled into that idea when we built a round patio with a surrounding rock wall; the patio is overhung by a willow tree and collects debris constantly, so it requires (although doesn't get!) frequent sweeping. When we get a good wind, all the debris is swept into two tidy piles ready for pick-up - the self-sweeping patio!
