Help landscaping out steep, rocky hill?

The little hill behind our house has always been a problem. It’s so steep and prone to erosion and also the soil is very rocky and tough. We also live in Northern California where dry season and droughts are an issue. Oh and we also have hungry deer in our neighborhood! Several months ago we put in a handful of drought-resistant, native plants and some are thriving, particularly the sage plants. They bring hummingbirds and butterflies and the deer don’t eat their flowers. I’m planning to get more when I can but what I’m struggling with is all bare space on the hill. Any suggestion on how I can make it look more filled-out? Mulch and stone might slide down the steep bank over time but I’m considering trying it. Also looking at some drought-resistant ground cover. Anyway, just looking for ideas! Thanks in advance!
