need to kill grass on sloped raised bed...

i have a planting bed in front of my house that used to be filled with grass. it is about 5 feet by 25 feet and on a raised slope.

anyway, i wanted to turn it into a flower/shrub bed, so i covered it with newspapers and then put mulch on top.

but now it is 6 months later and spring is coming and i am wondering if i should rake all that stuff up and put down landscape fabric with mulch on top. its a bit tricky because some shrubs are already there, but i am sure i could manage.

i just want the grass dead and out of there. i am sure what i should have done initially is used a sod remover or something...but i didnt for money/physical reasons (shrubs there and its on a raised small slope).

any advice is appreciated. here is a pic:
