Create a garden in a cement-covered space

Hello!

We recently moved into our house and there is lots of great outdoor space. One section is what we call the 'dog pen'. It's a large fenced in space, with thick cement covering about 75% of the ground. The rest is covered in white stones. I want to make it a greener, more enjoyable and productive space, without white stones or cement visible...instead perhaps some raised planting beds, pots, composting area, etc. It's approx. 350 sq. ft.

What do you suggest covering the ground with? Mulch? Wood chips? Sod? Something else? (removing the cement is not really an option)
