Is this is a good way to rotate?

Reading a book called 'Grow Organic' by Doug Oster and he proposes the following crop rotation system.

Fruit and Flower Producers: Tomato, Pepper, Eggplant, Tomatillo, Broccolli, Cauliflower

Melons: Cucumber, Watermelon, Squash, Zucchini, Pumpkin

Root Crops: Carrot, Onion, Garlic, Radish, Beet, Potato

Legumes: Beans and Peas

Green Crops: Cabbage, Kale, Lettuce, Chard, Greens

He recommends waiting three years before planting a member of the same group in the same spot.

What does everyone think of this grouping of plants for rotation? He doesn't seem too concerned with mixing up plants of different botanical families which means there will be plants of the same botanical family being planted in succession in the same spot (i.e. brassicas can be planted in the same spot, e.g. broccoli one year and cabbage the next). Anyone have any thoughts on this? Also wondering about potatoes...do they share any of the same pests as other Solanaceae plants like Tomatoes?
