Sickly peppers in the past...help for this year please

While posting on the Sq. Ft. Garden forum I realized I had another question for you veggie folk! A little early, but now is when I'm thinking about it.

I have never had any luck with bell peppers in my garden. They get spindly, have few leaves and fewer fruit. What does eventually grow get no more than golf-ball sized and then just stop. This spot grows beautiful beans and greens and herbs. I've grown tomatoes okay (BER got a lot of the Romas) and zucchini too (also some BER problems). But peppers seem like a lost cause.

Any ideas on what the pepper problem is in this spot? It gets good sun. I am planning on trying container peppers this year instead. I did pot up one of my peppers once, and it did better when I removed it from the garden. Any suggestion on potting soil? Will just regular Miracle Grow or other potting soil be okay?
